Your age and family history (meaning how old were your Dad and brothers when they stopped growing) will affect this more than a blanket statement about growth spurts in college.
But here’s one data point: my son has grown at least 1 inch freshman year (haven’t seen him in two months so could be more). But he had just turned 18 two weeks before school started, so he’s on the young side.
And 5’9” is a nice height, so I wouldn’t give it a second thought if that’s where you end up.
How tall are your parents?
Most guys stop growing around age 17, but it varies from person to person. It’s definitely not common to have a growth spurt in college, though. I stopped growing around the end of high school.

My ex grew 3 inches in his senior year of HS and another 4 his freshman year of college. He went from 5’3" end of junior year to his current 6’.
I was supposed to stop growing when I was 13, ended up adding another inch and a half over the first few years of high school, leveled out at 5’8" for my senior year, went to the doctor the other day and found out I added half an inch in my first 9 months at college.
