do 1st semester grades count in gpa towards regular decision?

just curious....

Yes they do.

Depends on college. Majority of colleges, including most public universities make admission decisons based on grades through junior year and do not want mid-year reports of first semester grades and thus for those first semester grades mean nothing to admission but if bad can later be used to withdraw any admission given.

A large minority (including your high ranked private universities) require mid-year reports and use first semester grades for regular decision. However, if you apply to any of those early decision or early action, those early decisions will obviously be made without first semester grades because decision is made before you get them.

There are a lot of State colleges that use first marking period grades (not semester) if you apply after ~November as your transcript will naturally have these grades.

That is not correct for most high schools or most public universities; your official transcript that is actually sent to colleges usually will not show any mid-semester grades even if you apply in Nov or Dec.

Ah, mine does. There’s a lot of schools that do this. Thus the point of ED2.
