I'm 16 and moved to the US when I was 8. What's the criteria for colleges deciding whether it's needed or not?

If you went to high school in the US, I really doubt you need to take an English proficiency test.

You need to ask each place that you apply to what their policy is. Yes, there are places that will require the TOEFL (or similar exam) even of US citizens who were born here and educated here entirely in English if that student speaks a different language at home. There is no way to predict. You do have to ask.

@ghh900, each colleges have different criteria but

1) if you finished high school in US with English,
2) if you have SAT reading above 640

…is the main criteria. I recommend getting 700 in CR because that’s the highest requirement I have seen to waive TOEFL requirement.
