Eligibility in the Local Context.... I'm SO CONFUSED!!

I'm currently in top 4% of the senior class at my high school in California.
About 2 or 3 weeks ago, I got the letter from UC saying that I met all the requirements for ELC EXCEPT GPA requirement... but later in the letter they said I'm guaranteed a spot for UC (not a choice of mine.. of course..)
When I read that I was so confused.. cuz later I found out this guy who has similar GPA with me (our GPA difference is like 0.08) for 10th-11th grade was eligible for ELC program..

Is it possible .. that they have made a mistake during the process?
I would understand the fact that I wasn't eligible for ELC if I had a way lower GPA than the guy... but.. this is just weird... maybe I'm just too sensitive about this matter..

I NEED your advices!!! HELP!
If anyone is on the same boat ... please let me know~

ELC is very strict about the 4% cutoff. If you’re only in the top 4.3%… well, that’s lower than the top 4%, so you don’t get ELC.

It sucks, but keep in mind that ELC isn’t really that significant. Nobody is going to say “well, the GPA difference between these two people may be only .08, but one of them doesn’t have ELC so he’s much worse”.

Your school gets a report who was granted ELC. I would check with your school. You can confirm if your GPA is higher or lower than the guy you know has a certain GPA. The school was the one that sent the information to the UC’s for the ELC designation.

Yeah check with your counselor about that. I remember we had a UC workshop and ELC guarantees admission to UCSB, UC Davis, UC I, UCM, and UCR. Schools that probably don’t interest you right?

oh okay… and YES i’m going to talk to my counselor about it
Thanks for all the information!!
