Enrty-level writing requirement in UC

Hi everyone!

I have moved to US from Russia, where I have studied for three years in University. So now I am trying to transfer to US universities.
While I am filling in UC application there is Entry-level writing requirement. Does anyone know anything about it? I cannot understand if it is a must to have it done before you transfer?

One more question is that may be anyone had the same situation? Do I need to take some extra classes in CC before tranferring? English, for instance? assist.org tells me that UC requires two semesters of English if you transfer from a CC and I am not sure if I need to take them. I have taken the TOEFL test and got 101 for it. My GPA is 3.72

I will be gratefull for any information regarding international transfer, but keep in mind that I transfer not as an international student, but as a California resident.
Thank you

English is a UC graduation requirement in most UC programs. If you have not completed English prior to transfer, you will be required to take Eng courses at UC. A high TOEFL score will not suffice to exempt you from the English requirement. (IB/AP scores would, however.)

Thank you for your answer.

I mean, not having completed requirement does not mean my application will be rejected?
