You certainly qualify in my view. Georgia Tech looks strongly at GPA. The average GPA of admitted students is around a 3.84 Unweighted. You have a strong vigor in your curriculum and your GPA is fairly strong for the vigor in my view. You have a wide list of activities, and have shown interest and focus in specific areas.
Back in my day you definitely would have qualified, but I’m not sure how much college admissions has changed in the past four years. You GPA might be a bit on the low side.
Tech looks at whatever GPA your transcript says; your school probably has weighted GPA so that would be counted if provided, not your unweighted GPA. Your SAT is lower than the average of 2160 and your ACT is average. Tech also looks for application based awards and activities. I’m not sure what your awards are and how helpful they would be because you did not list them. How many APs did you take in all of high school?
As a legacy and with ACT and GPA in the ballpark you should be fine. A very strong finish in your grades in the Winter/Spring semester will help a lot. GT is becoming more selective every year especially with the Hope scholarships eliminating financial concerns for Georgia residents.
