Unfortunately it will adversely affect your decision at most if not all of those institutions, particularly if it is related to your major.
You’ll need to report the grade immediately through the proper channels (each respective portal site and email admissions at each school).
If there’s any way you can take the course in question by the end of summer, you need to do that. This won’t guarantee anything, though. Your best shot may be one of the schools admitting you and gambling on the notion that you’ll pass it the second time around. However, allowing someone to take a summer class as a condition of admittance is quite rare, and I don’t recall any situation in which they allowed someone to attempt to replace a failing grade after spring. It may be hard for them to believe you’ll pass it after failing it.

I would second what @Cheolf said word for word. You said you took it for Winter Quarter and I’m presuming you only now saw your grade and came here? Has your Spring already started then? Or is there a way for you to sign up for it this Spring? I know most schools have started Spring by now but others have weird schedules.
Also perhaps check if it’s offered as a late start Spring course at a nearby CC or your own. This would be a lot better than taking it in the Summer, but still you’ll have to tell each school immediately about the grade.
