<p>Yes, you are missing something: common sense. Just because you're eligible to apply doesn't mean you will get in.</p>

<p>actually, you will get it if you meet the minimum requirements. Of course, your only choice might be Merced.</p>
<p>I think you are confused as to what the ELC is. Basically, it is given to people who are in the top 4% of their class (notice that standarized test scores are not a factor). This means that you are guaranteed admission to one UC campus (but not one of your choice). I believe two years ago all the ELCs were guaranteed admissions to UCI and last year to UCM. This year, in all likelyhood, it will be UCM again. But ELCs generally fare well in UC admissions anyway.</p>
