If I have a downward trend, and then an upward trend, what will happen?

Freshman year (All Honors)- 4 A's, one A-, one B+ (both semesters)
Sophomore year (All Honors/1 AP)- 2 A's, A-, like 5 B's and a C+ somewhere
Junior year (All Honors/3 AP)(current)- No A's, 4 B's, one B+, 2 C+'s

My grades were much worse this year but this quarter I got a hold of myself (much better time management skills, managed to raise my grades so I have more B's than C's.)

I can handle the courseload I think, because I've drastically changed some things (facebook usage, seats/listening in class, preparing ahead of time.) I truly believe this semester will be better.

If next semester of junior year I'll get mostly A's and little B's, and same with Senior year (4 AP's/all honors), will my downward trend kind of cancel?

ACT: 29 on first try, planning to improve it

Colleges in which I'm interested in:
UW-Madison (in state)
Univ. of Virginia
UWashington

Good chance at Madison and Washington. Virginia is quite a reach, however. Most likely rejection.
