<p>Hmm, I do not think that UPenn offers a lot of Fin Aid to international students. Your chance at Penn is smaller if you have to apply for Fin Aid. Sorry.</p>
<p>Your chances are reduced, without a doubt. Also, I am not even sure if they give financial aid to ANY international transfer students.</p>
<p>the policy of Upenn is usually need-blind, talkin about financial aid.. but for international, say that you apply to Penn and you get in, but they are unable to give you the money you need, then you'll be just rejected. And the amount of money given to international is SMALL... Very small. So unless you are a super-genius and you have a million of activites etc etc, than 99% chance that you'll get rejected...</p>
<p>Actually, the international aid given to international students is often used to diversify the student body and bring in students with backgrounds not found in the rest of the applicant pool. So if you have an interesting and odd background and good enough actual stats, you do have a chance.</p>

<p>I don't know, but I doubt it would affect you. American, Mexican and Canadian transfer students are most likely viewed on a need-blind basis. It is only international student admissions that are not need-blind.</p>
