I'll simplify it:
This guy liked me last year.
I expressed no interest when he asked me out; I barely knew him.
We have since become "friends"...and now that I know him, I like him.
He took some girl he knows through a school activity to the winter dance but apparently neither of them is interested in being anything more than friends with the other.
Do you think that I should tell him how I feel, or ask him to prom, or something? (I don't know if he's harboring some resentment, but it definitely doesn't seem like it...).
He's a nice guy but I'm scared that because I turned him down a while ago, he will do the same out of spite (even the nice ones aren't above it).
Please give me your opinion; if you were him, would you give me the second chance?

Just tell him. He’ll most likely be happy and say yes.

Just grab his weiner.

The food, I mean.

I agree with TheJuanSoto. You should directly tell him how you are feeling instead of skating around the issue.

P.S. Do not do things in the hopes he will pick on it because he could be going through his own “complications” at the moment and may find it annoying.

Haha, ok it seems reasonable enough…do you think that I should bring up what happened before or simply try to start anew?

You should just hangout with him and let what ever you have to say fit the mood.

^^Yes. If he knows your interested again, he’ll remember all the reasons he liked you to begin with.
