Low GPA, Decent SAT?

Hello!
I am currently a senior at a highly rated Public High School in New York. I'm feeling very hopeless about my chances of getting into college. Right now community college is not an option I would see myself being happy with. I have about an 83.4 average unweighted, which I understand to be around a 2.9 GPA.(Not sure because my H.S. doesn't use a 4.0 GPA scale) I have taken 2 SAT's and my highest composite score is 1770/2400. I am taking another SAT in October as well as an ACT. My grades have been on an upward curve throughout High School, and I have taken 3 AP's.

I am heavily involved in many clubs at school, and I have taken 4 service trips to Central America through a club at school. I would prefer to go to a big school, out of state. I have two strong letters of recommendations. I am planning on applying Early Action to most schools. My desired major is International Relations, and my dream school is University of Colorado-Boulder. I have also been looking at Indiana University, U of Georgia, Ohio University, Ohio State, and Michigan State. Do I have any chance of getting in?
Any other suggestions of schools I have a chance of getting into? Financial Aid will not be needed.

Thank You!

According to what you’ve said, I would say Boulder is either a low reach or a high match (leaning more towards the reach). They tend to take a bit higher GPA and SAT then your current information, but it is by no means out of your league. I don’t know a lot about the others.

Have you considered applying to any UCs? Riverside and Merced would be in the reach category, but both are possible.

Finally, I know that Chico State University (CSU) definitely fits your profile (in fact, I might call it a safety).

Sorry I can’t provide more info, but I just don’t know much about the other schools on your list!
