Maximum units to transfer to an UC...? Advice?

Hi! I’m an international student who did three years of cc and applied to UCs, such as UC Davis, UC Santa Cruz, Berkeley, Santa Barbara and UCLA.
Unfortunately, I did not get into any of these schools.

I did an extension program (as an exchange student) at UC Berkeley, and I have a total of 27 units, in upper division classes. When I came to community college, I wasn’t aware of the limit of units. This is my third year at a cc and I currently have 93 units in total.
My college GPA is 3.5. I honestly have no idea of what I should do.
Should I wait another year and apply again, or it will be even worse with more units? should I apply to a state school?

It was my fault since I did not think that the units would be a problem. Additionally, I did not have the best counselors.

Edit: I did not receive the letters from Santa Barbara and LA, however, Im pretty sure I will be rejected.

My daughter is a Sophomore in a CA public HS. She would like to take some UCScout AP courses over the summer to improve her low GPA. Her high school will not accept/ add these online course GPA to her school transcript. Does UC and CSUs accept online course transcripts and add that GPA in its weighted GPA calculations? Basically, can you improve your weighted GPA by taking online courses in 10th and 11th grade?
