<p>I helped co-found a club that is run by freshman and tutor freshman in basically all of the core subjects + world languages. We got the club approved today, and we're starting next week.</p>

Well, I would say put up flyers or announce the existence of this club in your assembly (if you have a weekly school assembly or gathering for announcements).
Or perhaps easier make the language teachers aware of your club and have them “refer” struggling students to you.
Regarding logistics, decide how many people you and your fellow tutors can take on before declaring “we are full.”
Have prospective students that you tutor be aware of your ground rules (such as taking your tutoring and assignments seriously, grounds for terminating your assistance if they blow off your advice, etc).</p>
