@yesyesyes1‌ Brazil was a colony of Portugal for a long time, I belive it had something to do with the treaty of Tordesillas in the late 15th century. So it makes sense.

What was the context of the question with dictum as an answer choice? I remember seeing that, but opting for another answer.
