I was awarded the presidential scholarship, and I'm an out of state student. I was hoping that the scholarship would cover the out-of-state tuition as well, but it seems that the amount is fixed at $24,500 (which covers tuition, room and board for in-state students). Does anyone know whether the scholarship makes an exception for OOS students and pays their full tuition? Thanks!!

Just call Financial Aid on Monday and they will tell you.

I e-mailed Financial Aid this same question earlier today and plan to call them Monday to ask. However, I think the answer is no. I ran the NPC and it awarded the Presidential Scholarship but still applied OOS tuition. Too bad. There are places that give OOS tuition waiver if you get a scholarship to the school- North Carolina, Texas are two I know of. Perhaps there are others? Anyone know?

This is what they replied to my e-mail.:

For in-state tuition purposes, scholarships recipients must go through
residency analysis just as any other student. Go to
[Students - Rutgers, Office Of The Registrar - New Brunswick](Residency - Scarlet Hub)
for additional
information.

I think that means no OOS waiver, as there is no provision for such that I can see…

I believe you are right with there being no OOS waiver. What some OOS people choose to do is move off campus sophomore or junior year then after living in NJ for 12 months, petition to change their permanent residency to NJ. You would then be considered for in state tuition for your junior and/or senior year (you need 12 months of residency before getting the in state tuition). With regards to the Presidential Scholarship, unless they increased the amount this year, they allocate 12.5k toward tuition and 11.5k toward room and board. If you choose to live off campus, you cannot receive the 11.5k until your junior year. So depending on the numbers, it may be better to go off campus junior year and get in state tuition for senior year than moving off campus sophomore year, forfeiting the 11.5k of the scholarship but getting an extra year of in state tuition. Here’s the website regarding residency requirements for in state tuition.
That’s a shame But thanks for the help! I’ll call Financial aid tomorrow and let you know if I hear otherwise.

pseudoquotient: unfortunately I think you are correct. Other schools that I received scholarships from gave me in state tuition plus the scholarship. Really makes a huge difference.

Yup; I talked to financial aid and the scholarship does not cover out of state tuition
