So the UC booklet has the Cal Berkeley average gpa at 4.17 but the freshman profile on the website http://students.berkeley.edu/admissions/freshmen.asp has a weighted and unweighted gpa at 4.26 and 3.83. Is the weighted Gpa with all accepted weighted courses in california in the sophomore and junior years weighted?

Yes, that is very confusing how they give different gpa's and never really explain it. I would guess that the first is the UC GPA (soph + jr a-g with the capped weight), the second is the total HS A-G GPA (W) taken from transcripts and processed for admitted profiles, etc, and the third is the regular UW HS A-G GPA. Just a guess, though.

Cool but no one else knows for sure?

I'm pretty sure what Bessie said is right, i.e. 4.17 is capped UCGPA, 4.26 is total weighted GPA, and 3.83 is unweighted GPA.
