Questions about admissions minima for US applicants

Applied to Engineering a couple days ago – my math and physics grades are well above the admissions minima (straight As in the IB courses all years I’ve taken), but my chemistry grades are below the minima (3 semesters of Bs and one semester of As in the IB Chemistry course I took). My school doesn’t do +/- grading, and I’ve been told by the service point that that would be considered with my app.
I’ve also got an ACT score that is significantly above the minima (35 composite, 33 math, 36 science, 35 english, 35 reading). Would that be enough to compensate for my poor chemistry grades?

Additionally, I was wondering if all years are considered when making the “subject” grades calculation – for instance, if I took 2 years of chem (a prerequisite subject), would both years be used in the calculation, or just one?
