I didn't do as well as I would've liked, so I'm retaking the SAT in October and November. I'm out-of-state, so I understand that I should apply as early as possible.
Is there any way I can get my application in very soon and still have them see my November SAT before making a decision?

Indicate test date on your app, turn it in now. They will look at your app after it is recieved (even if it's before test date) and if they cannot give you a favorable decision, they will look at it again after Nov test date.

I had a meeting with the admissions member from michigan who deals with my school, and she specifically said there is not a lot of difference between applying now and at the end of november....just that it gets a little sticky in late december...

also, with a 30 ACT doesnt that kind of already lock in your testing?

An act score of 30 is good for UMI as their range is from 27 to 32 but there is no such a thing as a 'lock in'....a girl from last year had 4.01 GPA, SAT of 2190, NMSC semi-finalist was rejected from UMI. Do your best on the ACT/SAT retake and if you think you need more time to write better essays, by all means...take your time until Nov to write them before sending them in. I know of a boy who applied in Feb, minutes before the deadline and got in.
