what are the chances of getting scholarships or grants as an out of state student? I know UW mostly allows out of state students only for the extra tuition so what would make an out of state student eligible for scholarships?

Not likely - there are very few scholarships. If you need grants and scholarships to afford tuition in the range of out-of-state tuition at UW, you’d be much more likely to get it at a private university where your gpa and test scores make you attractive to them. My daughter, who graduated from the U never qualified for any grants. Her sister, at a private U, when our finances were the same, was given grants in addition to the annual merit scholarship she was awarded on admission.

You will get federal aid if eligible, but most likely 0 from the university itself. Most scholarships are for in-state only and even when they are in-state, in most cases they are also need-based. The Honors College has several scholarships available that don’t discriminate on the basis of residency.
