I'm choosing between which school to go to as a college freshmen. I've been accepted at both places; it's just a matter of money. My tuition would be covered at WSU, but I want to end up at MSU (my fickle mind now wants to major in public policy, which isn't offered at WSU for undergraduates). My WSU scholarship requires that I keep up a 3.4 GPA anyhow, so meeting minimum requirements as a transfer shouldn't be a problem. But is that enough to "guarantee" admission, or is there still a significant chance that I won't get in?

Its a bad idea to change schools since there will be less time to adjust. Just go with the school you like more and stay there.

It isn’t a bad idea. If you can do well at Wayne for at least a semester and you got accepted out of high school, transferring shouldn’t be particularly difficult. And you have a perfectly good reason to transfer.
