<p>Not always, it could always be some kind of technical difficulty they've had with the mailing or e-mailing, whichever applies to you. If you don't receive it today I think you should be able to call and find out.</p>
<p>Technically, later response does mean rejection because they send out rejection letters after acceptance. However, mail is always screwed up. I have met many people who said they thought they didn't get in because the letter didn't come when it was supposed to.</p>
<p>If you havent heard by today, you better call them.</p>
