I studied a lot between my second and third test and was getting consistent 2300s on practice tests. Unfortunately I messed up on the actual test and got 670s on math and reading. (780 in writing).

Would you recommend me to take it a fourth time since I know I will do much better? Would schools look down upon this? I am applying to several top schools so I felt it would helpful to retake. Thank you.

At this point, I would personally suggest to not retake, as even If you get a 2300 or higher, schools usually do not differentiate this from a 2150. There are other factors that judge admission, and your score is already very high.

Like I said I am capable of getting 2300+ on practice tests. That third test was a bit of mess up. I think I will go ahead and take the 4th test. If I do better, why not? Wouldn’t it make me look better as someone who doesn’t give up and keeps getting better.

No. Many think that there is a huge difference between 2150 and 2300, but college admissions officer do really differentiate between these two score. Focus of GPA or take a subject instead.
