I love this dress for D2’s wedding. It is at a garden in July, but formal reception in an atrium. My concern is it is a final sale, so I am concerned that it may not fit properly. If you should come across something like this let me know. I don’t know if any of these are your size but you could buy it and see if it fits and then return it and buy the final sale one if it’s cheaper.
That’s what I did with my MOB dress.
I really like that dress, and the short, flutter sleeves give it a modern look, regardless of the velvet. If it were long sleeved, gathered at the wrist and a high neck, I would think otherwise.
Unless the wedding is on a beach or perhaps in Florida in July/August, I don’t have an issue with that style of velvet dress.
I love that dress and think it would look great on a petite/smaller frame.

My concern would be the length. I don’t think that dress is easy to hem with all of the details close to the hemline. But such a beautiful dress.
If it’s to be worn in dead of winter, sleeves or a wrap might be nice to have.

Whoops—it is ideal for summer garden wedding. I thought it was for the person who was looking for an outfit for beach wedding in winter.
It’s a dress I could wear later too. I haven’t worn the dress I got for D1’s wedding because it looked more like a ball gown.
Because I am a petite, so I have always had to deal with regular dresses. The way to deal with the length is not to take it from the bottom, it is to do it from the shoulder. I would lift the dress from the shoulder instead hemming the bottom. That’s what I did with the ball gown I got for D1’s wedding.
Sounds like you have that down to a science!
At 5’ 6”, I have to shorten designer dresses that always seem to be made for 5’10” or taller women! Altering at the shoulder is much trickier for me because regular dresses seem to fit well except for the skirt length.
