Transfer to UT Austin from Houston CC easier or Penn State?

<p>Hey guys,</p>

<p>I have just shifted into Houston, Texas a month back from Pakistan. I currently have gotten admission into Penn State University to start as a freshmen. It is one of the best Mechanical Engineering School in the country. But the problem is that it is a very expensive to study all four years in Penn. I wanted to ask is it wiser to go to Penn State or start Houston CC, and transfer to UT Austin? I mean I do have the capability to transfer, but in the future will HCC have a negative effect on me?
And one more thing, as I am new here does anyone have an idea that will I be classified as in state at UT Austin if i go to Penn? As I am a dependent and my parents are paying for me who are residing in Houston.</p>

<p>I can’t comment on the first part of your post, but for residency if you have less than 3 years in Texas you’ll be consider out of state</p>
