Transferring from foreign med school to US med school

When I was in med school, there seemed to be a significant number of students who were able to transfer to US schools for the clinical years (3rd and 4th). My school enlarged it class by 20%. I remember it being said that most schools could take on about 20% more students. One limiting factor for the first two years was lab space, but there certainly was enough patient care to support the added students. It is still like this or has it changed?

While I was applying to medical schools, several schools [I was not interested in transfers, so I did not look this up rigorously] said flat-out that they did not accept transfers, period - whether from US medical schools or overseas ones.

One schools [Tufts] had a policy that you could transfer in if your curricula matched exactly - rarer than you might think - and if you had a "compelling personal reason", which I interpreted to mean some kind of long-term illness in the family that required that you move to Boston or something like that.

At a bare minimum - a compelling personal reason and a passing USMLE score are to be necessary.
