UC Regent Scholarships for out of state students

So i was reading up on the regent scholarship that the UCs give each year to qualified students, and was quite impressed by all the benefits. I know that for me this scholarship is near to impossible, but i wanted to clear somethings about it that I’m still confused about.

Questions I have:

  1. Are out of state students eligible, and if so is the amount of spots evenly spread out to everyone or mostly directed to California Residents?
  2. Is the scholarships based on GPA and ACT/SAT or do they offer it based on ECs and potential. I read some people saying that really under qualified students were getting it, and wasn't sure if it was true.

I have heard Regents reported for out of state students. It isn’t something you can count on. It is very hard to get Regents in general. They are likely evaluated similarly to admissions, meaning holistically. There is no published gpa or SAT requirements.

Regents for OOS students is VERY rare, and seems to be reserved for truly exceptional applicants.

Be aware that at some of the UCs, Regents money is a small amount unless the student has demonstrated need.
