UPDATED: My chances at UC's

Hey guys, I posted a discussion a while ago regarding this but I’ve decided to give it another shot with some new updated information.
I completed my 9th and 10th at a competitive high school in California. However, due to certain family issues we were forced to relocate to India, right in the middle of the school year. It’s been rough and it’s been hard to get used to this environment, but I’m determined to still apply to the UC’s and eventually get in. Here are my statistics and some important information:

GPA:
10th High School : (Weighted: 3.83) (Unweighted: 3.67)
11th India: Converting it to GPA using official conversion, (Unweighted/Weighted: 4.00)

SAT Score: 1460 (780 in Math, 680 in English)

Extracurriculars:
100 hours of volunteering as a homework coach at the Community Library
Math Club and Programming Club Member in 10th

AP’s: (School had a rule of no AP’s during 9th, a maximum of 1 AP in 10th)
AP World History Score : 3

BTW, I’m an American Citizen.

My intended major is Biomedical Engineering, and my target schools are UC Davis, UC Irvine and UC San Diego.
What do you guys think are my chances at these schools? I’m pretty sure I have no chance at UCLA and UCB. Oh well.
I’ll also be applying to SJSU, and CalPoly SLO as well as UCSC and UCSB, though they aren’t at the top of my list. And yes, my parents are financially able to pay the 65k fees.

P.S: How will I be judged exactly? As an International student, or an Out of State student? Thanks!

Apply to anyplace that interests you but, with a UCGPA below 4, you will have a tough time getting into any of the UCs except UCR and UCM. I’d add them to your list. CPSLO is also pretty unlikely. SJSU is a good bet. I’d add SDSU and CSULB to the list as well.

I’d like to note that the grading system in India is significantly different. AP courses don’t exist, thus explaining the reason behind the UCGPA being below 4. Won’t the colleges that I’ll be applying to be aware of this and judge me accordingly?

Your courses and grades will be taken into consideration within the context of your HS. That said, here is some UC statistical data and they do not breakout International/OOS vs. in-state applicants for this data. Engineering majors require above average stats across the board.
