The ACT has been shown to be a good predictor of intelligence. This was not academic paper for peer review but a relatively quick study to get an idea where the better students as measured by test scores were going. It provides good information and suited the purpose. Your quibbles are basically missing the purpose and time issues of the report. Maybe you miss the point that UW actually thinks test scores are pretty important for measuring groups of students from across many schools and that ECs and all that other stuff are pretty much file fodder. The last thing the UW wants to do is put a point system on paper. That helped get UM into a big fat lawsuit.
