@pixelchix23 Professors pretty much always write general letters to all colleges you apply to. He probably didn’t give you a specific one for Vanderbilt. It’s not going to harm you though, don’t worry.

Thanks, but transfers are very different from freshman admissions because transfers rely on the attrition of existing students: The more students leave the school, the more spots open up for transfer applicants. If there were attrition rate stats broken down per school, I could infer the difference between general transfer acceptance rate and CoE transfer acceptance rate, but I wasn’t able to find those statistics.
I believe, CS/Engineering students are more “clingy”/persistent and are less likely to abandon their school/major because they self-select themselves (are confident about their path), but I could be wrong. CMU CS and Cornell Engineering CS, for example, have a ridiculous ~1% transfer acceptance rate. It’s easier to get into Harvard or MIT as a freshman (if the strength of the applicant pools is equal).
