I’m gonna be attending school this Fall, and unfortunately the IRS hasn’t mailed me back a nonfiling letter within the past 2 months. I mailed and faxed a request form on two separate occassions…and nothing. When I asked my school (San Diego State) about it, they told me to go to the nearest IRS office, but didn’t inform me that I should’ve scheduled an appt, so when I got there I couldn’t do anything about. I will probably go back down there again soon with an appointment, but this whole process has been very frustrating. I am writing this in search of clarity, but also to inform anyone else that might be having the same problems.
It usually only takes 10 days or so. I suspect there is a problem with your request, like the address isn’t correct or the SSN didn’t match the name. Faxes? Yes, I’d guess a black hole.
Make the appointment, but make sure you have the right name on the SS card. It much match exactly. Take ID. Take 2 IDs. I usually take every document and form I can think of when I deal with the government.

It took me from October 2017 to just a few weeks ago to get a non-filing letter. I mailed and faxed several applications and made about five calls. My problem was the address. I have lived in a ton of places and thought I had last filed from a certain country. When I called the first time, I had the most unhelpful person ever. She gave me no indication whatsoever what to do when I could not tell them the address they were looking for. Also, the address listed for me to file my request at was not the correct address for me to be contacting, though that should be easier for you if you’re in the States (I’m not). The second person I spoke to was more helpful. He at least asked me, where HAVE you lived? When I named the correct country he was decent enough to say, “I can tell you that’s the country.” But at that moment I couldn’t for the life of me remember the street name because it was seven countries and 13 years ago and in Russian. So I got off the phone and Google Mapped it! So then I faxed them the request with the proper address, hoping the street name hadn’t changed in the meantime or that I had the zip code right, etc. Waited two weeks, I think, still nothing. Called back and finally spoke to someone very helpful who did the request while I was on the phone. It still took 6 weeks to reach me. The most frustrating experience ever as we were waiting on an FA decision and still had no clue how much college was going to cost us.
In short, I would call the number for your state that is on the form and try to work out what is causing the glitch.
