What determines "In-State" and "Out-of-State" Tuition?

I am planning to go to Rutgers in the Fall, however, my parents are planning to move to another state once I do. Will I still be paying In-State tuition my second year? Will my parents moving to another state affect the amount of financial aid I get from Rutgers and the state of New Jersey? Thanks.

I think you would have to ask Rutgers directly. I’ve seen this question come up several times. I went to Ohio State as an in-state resident, but my parents moved to NJ after my freshman year. I retained in-state status as long as I attended 3 out of every 4 quarters (it was a quarter system at the time). I can’t find information online about whether NJ has a similar rule or whether you would need to be independent/set up your own residency somehow. This is the only thing I’ve seen so far.

This seems to imply a similar policy. As long as you continue to attend, you may retain NJ in-state status. I would confirm to be sure.
