What would you say my chances are given OOS?

Hi, i'm an OOS student really interested in getting UT, but from what I've seen its one of the hardest schools to get into if you're not in-state.
I'm currently a junior and my credentials are average at best, So i'm unsure of what my chances are. I'd like to persue a computer science degree at UT and hopefully get into the Turing program which sounds like a great opportunity for me.

GPA 3.63 uW, 4.5 w
Rank: 17 out of 783
I've taken mostly honor courses.
No SAT scores, yet, but a 204 on the PSAT
EC: Debate (10th grade)
Key Club (11th grade)
I could definately use more ECs.
AP WH: 3
Taking AP Calc AB/BC, Comp Sci A, Psychology

I can definately get good letters of reccomendation from respected teachers that already like me, and I'm not bad at writing essays. Am I missing anything, and are my chances even worth considering, or is it unlikely that I'll be accepted?

Your stats are great, but the fact is 95%+ of UT students are instate.
Why? the top 10% rule, which is, if you're in the top 10% of YOUR school (in texas) you'll automatically get accepted. regardless of how your gpa compares with other students at other school's gpa.

it sucks. i'm not in the 10% of my school, but i know for a fact that i'd be in the top 5% at another HS (my cousin goes there).

like i said though, your stats are good so i'd give it a try.
however, you might not get the classes/major you want so...yea.

Alright, thanks for the reply.
