Will a 34+ on the ACT significantly improve my chances to University of Michigan?

I took the ACT for the first time in March and got a 28. I plan on retaking it in September and I have confidence that if I study my brains out this summer, I can get a 34+. Probably a 34 or 35. I know I have the potential to get those scores with some more practice, because I test pretty well. If you just want to answer that question I asked above you don't have to read all my stats below..

As of right now, I am not so confident if I will get accepted to U of M.

I'm a junior, caucasian female, just above a 3.8 GPA, 28 ACT obviously

Advanced Bio, Chem, Physics all 3 yrs (A- average)
Year ahead in math (not AP but I am above others, for example in calc when others take pre-calc) (A- average)
2 years of Spanish (A average)
Global Education (Special program with a focus on international relations for history and english, not AP points but with an AP courseload)(A Average)

On a side note I got As and A-s for all of my electives, except a B+ in advanced jewelry because the teacher disliked me. I got an A in jewelry 1. I own my own jewelry business online. Ha. Will they overlook this? This B+ is the most irritating thing ever.

I technically haven't even taken an official AP class before but I'm taking some next year. I plan to take AP Microeconomics, and AP Psychology all year.

I have some extracurriculars:
National Honor Society
DECA, DECA State Champion
50 Hours Community Service at a doctors office, library, anti drug campaigning
Students Against Destructive Decisions Vice President, active member for years
Class Council Treasurer for Sophomore year
Own jewelry business online
Maybe another thing or two I can't remember, nothing else significant though

I can't say for certain but I think my essays will be strong because I enjoy writing and excel at it.

As I stand I am not the STRONGEST candidate for this school.. if I get an outstanding score on the ACT (which I fully intend to do regardless of admission boosting) do you think it will make me a lot more likely to get in? How much more likely do you think?

I would very much like to go to this school :(

THANK YOU SO MUCH FOR YOUR RESPONSES!

Going from a 28 to a 34 will make a huge difference, not only for U of M but for all schools you plan on applying to.
