Would this be considered a significant downward trend?

Freshman Year: Every single grade was A-
Sophomore Year: Half were A-, Half were B+
Junior Year: Every single grade was B
Senior Year (so far): Every single grade is A

Also, All my AP’s are in Junior/Senior year.

Is that a significant downward trend, and will sending my midyear reports regardless of their decision to request one or not help me at all?

It may help and obviously cannot hurt; unfortunately, getting half B's soph year and all B's junior year would look pretty unexciting to top schools so I am assuming you are applying to schools that are somewhat less demanding, or else that you have a major hook that outweighs your grades. Taking all APs helps somewhat but there are so many applicants who get all or mostly A's in demanding courses that I don't think your cirriculum would make much difference.

the thing I always found funny was that every single B is only a 3.0 GPA heh

it doesnt look nearly as bad as if your senior year grades were B-'s. I think it shows that you realized you werent trying hard enough and made a sincere effort to pick up your grades. Your gpa wont be as good as it could've been, obviously, but it defintely shows you can pick yourself up. good job. if you're borderline anywhere the odds will tip in your favor.

I think you should draw a best fit line for your grades

I think you'll be ok =)

There is no trend here at all, so that is not the angle. Freshman grades only matter marginally. Soph and especially Jr grades the most. Strong Sr grades 1 Q are an asset.

Junior year is the key year, because you've grown up and you're in the big leagues with APs and honors. Getting all B's won't look good to top schools, obviously.
