Also, a few times after the announcement of the deadline, I have seen Nov. 30 being called the “priority deadline”. In case you didn’t know, it seems that it benefits you if you applying during the regular application dates, and not during the extension. I’m not encouraging anyone to rush their application to meet that Nov. 30 deadline, but in certain situation it may be better to do so.

I don’t know why people are opting to wait until after the November 30th anyway. The scenarios where an applicant benefits from a late submission are few. The vast majority of admits are picked from the priority enrollment period and waiting till later will only reduce your chances compared to submitting it by November 30th.
Feel free to counter my view, but, IMHO, all applicants that are serious about wanting to transfer should be applying by the November 30th priority deadline.
I do outreach advising for a specific office at Cal. I spoke with an actual admissions advisor and she said that for Cal, it doesn’t matter when. All applications are reviewed at the same time after the TAU, regardless of when during the period they’re submitted.
To expand on this just a bit, the “priority” period only has to do with campuses that use TAG, of which UCB doesn’t. So from what I’ve been told from the admissions officer I work for at Cal, theres no difference in when you apply.
