My application was submitted October 5th
Decisions are normally released by Regions, so if someone didn’t get in yet then those Regions are not released yet or they may be Deferred to RD. Hopefully you all will get in .

I submitted mine probably 2 minutes before the deadline and got accepted so I doubt its based on when you submitted your application.
I would guess either region (I’m NY), or last name (mine is relatively early).
